Per RW's newsgroup posts;

This will not affect the SpamCop/CESmail email service, newsgroups or
forums.

This is work that was originally planned for the 13th, but power issues
at the data center caused our engineers to delay the work.

And as usual, having to additionally note, PST = UTC - 8 hours, with Daylight Savings time in effect, it's actually -7 hours at present.

...If I'm not mistaken, Daylight Savings time should not be in effect anywhere in the northern hemisphere, so I believe UTC - 8 hours is correct.
