Full Version: fairfaxcounty.gov blocking email from spamcop.net
SpamCop Discussion > Discussions & Observations > SpamCop Email System & Accounts

It appears that the email system at the fairfaxcounty.gov domain may be blocking all email from spamcop.net email addresses. I would like to know what steps I should follow to get this fixed. I do not work for Fairfax County VA so I do not have an address where I can check what is happening but emails I have sent to hdmrc AT fairfaxcounty DOT gov have not be received and a day or so later I get a delivery failure message back.

If the failure message is worth any value at all, it would contain the reason for the failure. What was it?

Here is the text of the failure email. Interestingly it is from Spamcop's servers:

Final-Recipient: rfc822;hdmrc[at]fairfaxcounty.gov
Action: failed
Status: 5.0.0 (permanent failure)
Diagnostic-Code: smtp; 5.4.7 - Delivery expired (message too old) '[Errno 61] Connection refused' (delivery attempts: 0)

Yes, that is a puzzle, fairfaxcounty.gov responds routinely to SMTP at this time, they don't appear to reject anything (catch-all test) - http://hexillion.com/asp/samples/ValidateEmail.asp

Actually, that (still rather incomplete) message does not directly identify spamcop.net as an issue, rather citing cesmail.net as the involved system. At issue could be a simple 'spam' check that fails due to the mis-match between the sender's Domain name and the delivering server's Domain name. So for testing purposes, I've sent the following;

Per the Discussion found at
http://forum.spamcop.net/forums/index.php?showtopic=10051 this is a
test message sent in hopes of obtaining a more meaningful/complete
Rejection message, complete with timestamps for troubleshooting
purposes. At odds are that this e-mail is offered in numerous
places as the contact point for issues with logins, passwords, and
various Registration problems for several Fairfax County websites,
programs, and service organizations.

It always took a few days for failure message to show up. The reason I started this thread in the first place is that I had to contact one of the people who monitor the destination email account on the phone to find out that they they had never received my email at all. Once I tried one of my other accounts (gmail) they received the email immediately.

Thanks for everyone's help.

OK, that's weird - with "0 delivery attempts" one would hope for immediate notification.

Sorry for the incomplete info from the message. I forgot about the feature that would give me the entire message contents:

OK, received the delivery failure message today. Apparently JT has any interim failure messages disabled, only sending out the 'final' notice. So resent my e-mail from a Gmail account ...

That doesn't fit well with the "delivery attempts: 0" message reported. What does yours say?

Same thing .. still waiting for feedback on the whole situation delivery issues, counts, notifications, possible rule-sets, etc. Yes, I thought it odd also, but thinking perhaps things were shut off so early in the handshaking process, i.e. the cesmail vs. spamcop Domain issue ...????

Could be (seems like an answer). IIUC cesmail domain can be switched for spamcop domain and vice versa (through the account) without much/any drama from JT which might be a solution of sorts for some. But of course the change of a key address is always a 'pain' and not everyone wants the SC domain in their address (which is a big part of why there is the option on joining).

The problem is obviously on the County's end, so you'll need to contact them and get them to unblock the cesmail servers from connecting to theirs.
