I hope this is the correct forum to post this in.
I've configured MS Exchange 2003/SP2 with connection filtering
pointing to bl.spamcop.net and enabled it.

How can I monitor the interaction/rejected E-mail or if it's even working?

I've connected a sniffer on the net and monitor for host bl.spamcop.net
and various DNS activity but see nothing.

Is there anything in Windows Server 2003 perfmon?, Event logs
Any pointers would be great!

In Windows Server Performance Monitor (Start->Administrative Tools-Performance):

In System Monitor, click on the + in the toolbar to add a monitor

Performance Object:
MSExchangeTransport Filter Sink

Relevant Counters:
Connections Rejected by Blocklist Providers (this will be the total since the last time the SMTP service was restarted)
Connections Rejected by Blocklist Providers/sec
Block List DNS Queries Issued
Block List DNS Queries Issued/Sec
