But one question? Should we use UTC as the default for the web based forums?

Only if you Winter in 0000 and Summer in -0100, or if you are a glutton.

Please note that you will need to click the "Is daylight savings time in effect?" checkbox when its status changes for your area - the software isn't that smart.

You can set your own time zone in your personal controls, so the time will show up in your local time for all posts.

Interestingly, if you change TZ (I'm on GMT), and then quote from another users post, then the times quoted will be altered to you local TZ... see the pinned post about popgate, and my reply to jeffg, and then his reply to mine....
