Everytime I try to send mail, I am getting this error (using Outlook - not express)...

The TCP/IP connection was unexpectedly terminated by the server. Account 'mail.spamcop.net', SMTP Server: 'spamcop.net', Error Number: 0x800ccc0f).

Can anyone help? This same setup allowed me to send mail in the past.

You cannot send mail through your spamcop account unless you use webmail.

You can only receive email and you must use your ISP's connection to send mail using your email client.

0x800CCC0F CONNECTION_DROPPED Connection closed.

First of all, have you gone through and verified that all settings are correct?
Second, what software did you install just before it quit?

Third, are you actually sure of what you are dealing with? SpamCop does not provide an SMTP server other than through the web-mail interface. So in reality, I'm questioning the "used to work" scenario ....
