I think we did change the message from "0 hours" to "in a short time" to
make the message clearer.
FYI this is what happens: when an IP becomes eligible for delisting there
is a whole series of processes that have to complete and this can take <some
time> until the propagation and processing completes. The exact amount of
time varies based on how busy the system is and how many IPs are being
processed so specifying a specific amount of time doesn't work. But yes, in
the faq you should make the change from 0 time to in a short time. <snip>

Note should be taken that this process and propogation delay for de-listing also occurred at the other end, specifically that there was additioanl time allowed for the "problem" to be taken care of prior to getting listed.
