In the upper right corner of every post, I see "Report" and "Delete" buttons, among others. Is that just because I'm a moderator or are they really not there for you?

I see them, all except for "Delete" on the post which starts the topic. But then again, I'm a Moderator.

It's called "Pinned" here. This topic is currently "Pinned", which means that it shows up at the top and is marked as one of the "Important Topics".
