My IP address changed and email to me bounced for a day or two.
Since then I haven't received any spamcop email (giving the reporting url) in response to me reporting spam. Spamcop's email must be suppressed because email to me bounced for a day or two.
Who do I go to to fix this issue?

First you should probably go to your reporting page (http://www.spamcop.net) and log in with your credentials. I believe you will see a note there about the problem and how to solve it if bounces are your issue.
