As it was sent from one SpamCop.net e-mail account to another, it should have had no delivery problems. The initial troubleshooting step in my mind would have been to turn off Forwarding to see if in fact e-nail was making it into your InBox. Then try to sort out what was happening next, doing the sending out e-mail with a CC: to yet another account, such that you could offer JT some specific headers with Date/Time stamps to ease the Log search for your problem e-mails.
I sent the test email from my WOW account to my Spamcop account. With forwarding on, I never received the email at my forwarded WOW account. When I turn forwarding off, test emails do appear in my Spamcop inbox.
Here's a message header for an email sent from my Spamcop account to my Wide Open West account with a cc to my own mailserver. Only the latter arrived.
