Windows XP Service Pack 3 (SP3) is an update to Windows XP that addresses key feedback from our customers and is a cumulative update that includes all previously released updates for Windows XP, including security updates. Windows XP SP3 contains a small number of new updates and should not significantly change the Windows XP experience. After you install this item, you may have to restart your computer.

To help protect your computer, Microsoft strongly recommends that you install Windows XP Service Pack 3.
Anyway, I wasn't ready to "download and install" and have changed auto updates settings to "download but let me choose when to install". Lots of links to look at "What to know before installing..." and "Learn more about What's New in SP3." Most of which should be available in Release notes for Windows XP Service Pack 3.IE7 is not bundled with the pack though there are IE7 updates for those who already have it.
