I have gotten several copies of this, and I don't think it is a spam, but I think it's related to spam reports involving ebay.com addresses. I'd like to report to the programmers that they may need to adjust their reporting address:

1. REPORT A SPOOF OR FAKE EMAIL

If you received an email about a possible eBay suspension, first check
"My Messages." Any messages sent to you regarding your account will
always appear in My Messages as well. To review messages sent to you by
eBay, click on the "My eBay" link at the top of any eBay page, and then
click on the "My Messages" link found on the left side of the page.

To report an email or website that is impersonating eBay, please forward
the entire message to spoof[at]ebay.com. Please do not change the subject
line or modify the original, suspicious email in any way. Forwarding the
message will allow us to review the message headers and any other
information that may be attached to the email.

The spoof[at]ebay.com email address is reserved for handling reports of
attempts to impersonate eBay. In order to investigate these reports in a
timely manner, we can only accept forwarded messages at this address.

2. REPORT AN EBAY VIOLATION

To ensure that reports of potential violations of eBay policy are
investigated as quickly as possible, please contact us by following
these steps:

1. Click "Help" at the top of most eBay pages.
2. Click the "Contact Us" link on the left side of the page.
3. Select the options that best match your question or concern.
4. Enter your message in the space provided.

3. APPEAL AN ACCOUNT SUSPENSION

If you have been suspended from using eBay, please visit "My Messages"
in My eBay to reference the suspension Alert you received. It will
detail the reason for the account suspension. If you have any additional
questions, or would like to appeal the suspension, please either reply
to the suspension Alert in "My Messages," or contact eBay through the
following help page:

The problem is that I don't see an address even in this message about where reports of people spamming using @ebay.com or advertising eBay merchandise can be sent.

The problem is that I don't see an address even in this message about where reports of people spamming using @ebay.com or advertising eBay merchandise can be sent.
That doesn't look like a response to a SC report to me - the only way those can be received by you is through SC (and then forwarded to you) and a report number would be quoted. And most reporters (like me) have robot replies blocked - it's the default setting. See http://www.spamcop.net/fom-serve/cache/246.html

This looks more like a response to a manual report/action of some sort.
