I think this is the right forum for this, but maybe not. (If not, I'm sure the moderators, who are on top of things, will move it.) SpamCop tried to send a message to 'abuse[at]arcor' (no .com, .net or .anything). Here is the Tracking URL.

No, he (or she) is only saying that I have understood the question. If I understand the answer(s) correctly, SpamCop has set up some of these administrative reporting addresses (for whatever reason), but they could also come from looking at online resources (like whois lookups and abuse.net). I thought the original poster was asking why SpamCop would believe that a domain that wasn't gmail, hotmail, et al would have a administrative reporting address from gmail, hotmail, et al - I could be wrong. -

This afternoon I had a report go to happie498cn#yahoo.com.cn[at]devnull.spamcop.net, so it appears that it has been done. -
I think they did - reports to weekend[at]bbn.cn went to dev/null today.
