Why are there so many different account names/passwords needed?

Things all start with a free-reporting account at the www.spamcop.net web-site. (IronPort hardware, California, west U.S. coast)
This can be upgraded to a paid-reporting account, still using the above credentials.
An ISP can sign up for an ISP account, linking to an ISP Control Center for handling of reports.
These accounts are generally tied to "your registered e-mail account" used to generate the Reporting/ISP account.

One can sign-up for a SpamCop.net E-mail account, which includes a free-reporting account (with extra features) .. This account is actually handled on JT's hardware in Georgia, east U.S.coast. There is some background linking between the e-mail account and this reporting account, so one may be able to log into both servers with the same account name/password combo. (By the same token, one's reporting privileges may be removed without impacting the e-mail account itself if there is an issue with a Reporting rules violation.)
These accounts are generally based on your SpamCop.net e-mail account.

The support Forum is also handled on JT's hardware, but there is no physical connection to any of the other parts of the SpamCop.net toolset. There is no requirement to be a SpamCop.net "member" in order to ask for assistance in either the Forum or the newsgroups. However, in order to make the first obvious attempt at controlling spam, registration is required in order to post in the Forum. (Noting that the Moderating team still has work to do to keep up with the various spam-posting idiots from all around the world.)
This account is generally tied to a "display name" ... the e-mail account is used during the registration process and any other needed communication attempts after registering.

This Wikka-Wiki tool was an application installed as yet another stand-alone tool (on the Forum server) ... there is no intermingling of account data between this and any other part of the SpamCop.net toolset.
This account is generally tied to a "Wiki display name" (usually in CamelCase) .. the e-mail account is used for any needed communication during/after registering.

Bottom line, separate and different servers, running different software, using different databases, owned, administrated, and maintained by different folks, ranging from corporate staff, the tiny Deputy crew dating back to the "Julian ran everything" days, and the small collection of volunteers that are still crazy enough to try to help other folks out with their spam issues.
