If you follow the link in your OP, you see that that IP is not blocked/listed by: bl.spamcop.net, cbl.abuseat.org, pbl.spamhaus.org nor sbl.spamhaus.org The mail at that IP is given a neutral rating which would indicate the IP has not been on bl.spamcop lately. What sometimes happens is that admins get lazy and indicate that an IP is being block by SpamCop when in fact there may be another reason and they just have one message for blocked email or they no longer use Spamcop to filter email and have not bothered to update their error/status messages.
