Once you've submitted a LOT of spam, it's mathematically very difficult to bring it down under that, unless you never submit the spam that arrives overnight or when you're away from your computer for four hours or more. And as has been discussed in other posts in these fora, no one seems to quite understand how it's calculated and the consensus seems to be that it should pretty much be ignored.
