Spammers sending from Outlook addresses and a few other issues

Lately i have gotten spams from spammers using Outlook addresses. As it isn't possible to block Outlook domains using Outlook how should one approach them besides reporting them using Spamcop?

Also a famous spamgang from Russia or Ukraine which probably is part of the Yambo Financials constantly send me Viagra spam using can top domain (tlP) addresses which obviously is fake since there are no can tld addresses. It's impossible to block them as they constantly compromise nginx servers around the world. Their Russian based sites are almost always hosted on Russian or Ukranian host services and in some instances US hosts and they never close them. Any idea what to do about them? I've gotten their spam for years.
