The utility at The Time Zone Converter has the whole lot - though it is not particularly "intuitive" - select UTC and US/Eastern, respectively it "knows" about DST (and confirms so). Adriaan's clarification in that "other" thread seemed to quote some command-line facility which apparently does the conversions in a more straight-forward manner. Ellen's newsgroup post made within five minutes 'after' I walked out my front door. and to tie things together, my brother and his parter were lookng at taking the folks out to lunch .. and they were running on east coast time .. madre apparent during the discussion about Dad's diabetic meal schedule <g> Anyway, just back from that outing, saw the newsgroup post(s) ,,, was wondering whether to make a 'new' announcement here or ... but see that it had been handled here already.
