Legitimate or not, have you checked the FAQ/Pinned item at http://forum.spamcop.net/forums/index.php?showtopic=972 and read / understood the data found there dealing with spamtrap issues?  Delisting occurs after the problems have been resolved, which your post says nothing about.

More than likely one of your internal machines has been compromised with a virm or someone is sending virus bounces to innocent victims or someone is sending out of office messages to everthing that comes into their inbox. This is not a good thing to do. You will find yourself in many blocklists doing this.

You will learn a lot reading the pinned items...............

To repeat, check your logs and see who is sending the increase mail flow.

A 500% + increase in mail is a sure indication that something is wrong.

If it is a hack, require that all passwords be changed NOW.

If you cannot determine who, disable all accounts and reinable one by one as needed while keeping a close eye on all out going mail.
