SC parser: average reporting time

^{_{Grass🦗hopper}} seeking information please: How is "average reporting time" calculated, or, to put it another way, what is  "average reporting time" based on...?

Background: when I first started using SC the "average reporting time" was (for example) 18hrs, as the days passed ART went down to 12hrs, 10hrs, 6hrs, eventually to 3hrs and there it stays, since for ages!, even when I report spam within 5 minutes of receipt, ART remains at 3hrs - why is it so?
