Finely found it! A bit must have gotten hit by a cosmic ray and turned this announcement back on. It is set as 'inactive' again.

Thank you kind sir! This morning I noticed, amongst all the "forum junk" that it was on. now it's finally off! and you probably had a heck of a time mopping up the waste in here... there were about 6 characters placing their 💩... sorry 'bout that

I still wish there were a way for forum members to mark those ppl and as soon as one crosses the limit, they are blocked from posting... I believe it would save you some grief and a lot of time....
