Has the spamcop servers been compromised? Or are people reporting their spamcop email address? Domain summary includes only hosts from top 200. It is probably a combination of things. It looks like they always use the last 7 days and SpamCop is not listed in the top 73 as I write this. I'm sure people report legitimate bounce messages (send from spamcop to an invalid address and report the resulting bounce generated by spamcop's server).
