As I saw, some (very long) topics about these mail providers are running, but they doesn't help me very much. What I want to ask you is, what are you doing when these providers are permanently blocked? We had once similar problems, so we deleted the blocklist-checking of this specific list. For example, just where did the "permanently blocked" thing show up? As far as using the SpamCopDNSBL as a blocking tool, well isn't that part of the issue?
