As a deterrent where FREE email accounts start being more vigorous in legitimizing "sign-up" Of course the original "SCBL I" can be opted without opting for "SCBL II" but I would like the BIG free email providers made more accountable who have maybe hundreds of IP's used to confuse blocking.
