Suggestion to make IP hopping stopped by including 
"Other hosts in this "neighborhood" with spam reports"
Of course the 24 hour  limit is applied to other listed IP's regardless of say one spam detected on the other IP;s but still counted till it goes past threshold.
As a deterrent where FREE email accounts start being more vigorous in legitimizing "sign-up"
Of course the original "SCBL I" can be opted without  opting for "SCBL II"
but I would like the BIG free email providers made more accountable who have maybe hundreds of IP's used to  confuse blocking.
