I noticed that the welcome message now has "You have x bytes available", and that number is counting down.

I don't remember ever seeing that before. I did ask Richard to enable Quick Reporting in August, is that related to this?

If this is relating to fuel, I've never had to pay for fuel before. I used to be a paying SpamCop mail subscriber, and then that changed when they shut down the email system in 2013.

Why is it reporting byte available?

Log into your SpamCop reporting page,

Click TAB "Past Reports"
Then 
"View Recent Reports"
Change "24 Hrs" to "Last 90 days"
You can see reports for yourself muck spam is loaded with pdf's pictures whatever
To save on Data you can just copy and past headers with two blank lines

After which write "Truncated" by your handle name

This will report the IP you receive the spam from and add the count towards SCBL (spam radar)

You're saying how to reduce the data used per report. My question is why it is counting data used at all. Like I said, I don't recall every seeing this before. And if it had been using up data before, it seems like it would have run out long ago.

The "You have x bytes available" is/was related to the fuel piece of the SpamCop reporting GUI. As has been noted in other recent threads the user interface is in work/revision/being worked on.

Is your 'bytes available' changing as you report?? I personally don't have any insight into how it is currently working (or not).

The author says the number is counting down. I'm wondering if there is a magic number when reached starts the reminder of balance left...in 30 seconds this post will self destruct.

As others said before it is counting down, meaning fuel was added to your account. I remember some time ago Cisco had a long outage and the deputies gave everyone some fuel. You say you have not paid for fuel, so very likely you may have had some sort of interaction with the deputies where they gave you some fuel.
