Please explain the posting of your entire alleged spam. The preferred mode is to offer up a Tracking URL of the parsed spam. (see the Dictionary, Glossary, SpamCop FAQ here, Wiki, etc.)

What you posted would probably fail if you actually tried to report it via the SpamCop Parsing & Reporting tool due to issues with the header content . hard to say whether it's your "Webview Source" results or in the manipulations involved getting it to this screen.

That you 'complain' that this e-mail came from "the same address (assume you are pointing to 76.96.62.46)" is the gist of the majority of this Discussion .... the lack of action taken by ComCast.
