UTF7 encode/decode problem?

Another utf-7 thing.

Emailed submission, one of an otherwise "routine" batch (Win XP Pro SP3, Outlook 2003, inside work LAN with MS Windows Server 2003, Symantec AntiVirus Corporate, iinet.net.au provider)

Only one ever seen/noticed at this address (reporting level ~7-8 a day for three months), not seen at all at home address (many reports). I suspect 77.225.73.233 may be "under-reported" if others are encountering the same, particularly considering those using quick reports. Or it might just be "me" - in which case one in every 650 or so doesn't warrant any further expenditure of energy.

Well, the URI/URL string in my example looks fearsome but whether malicious or not, I would not know (not anything for an innocent such as I to play with in any event).
