using 'wrong' urls by spammers

just noticed that one spammer uses '3D' in <a> teg:

&lt;P align=3D"center"&gt;&lt;B&gt;&lt;A href=[b]3D[/b]"http://millname.com/"&gt;&lt;FONT face=3D"Arial=
"&gt;Browse our shop&lt;/FONT&gt;&lt;/A&gt;&lt;/B&gt;&lt;/P&gt;

what does it mean?

btw it's very stable spammer, he spams me already since jan or feb and i report every mail. usually they stop spamming in a week or two. that's the whole source: http://www.spamcop.net/sc?id=z2744960082z7...f1af5c0d477154z
