But messages to service[at]spamcop.net bounce, and there was no response to messages to service[at]admin.spamcop.net or deputies[at]admin.spamcop.net. So now what? I've learned before that sending spam submissions through Apple's (iCloud/MobileMe/Mac.com) SMTP server doesn't work; it thinks I'm sending spam and silently eats the message. I reported it to Apple, telling them they need to whitelist email going to SpamCop. But they never fixed it, so I know to route all the spam submissions through a different provider.
