New accout just doesn't add!

So you are not getting any error message, but you are not seeing a new entry in your mailhosts table for the second account? I can think of two reasons for this behavior:

1. The two accounts are handled by the same system (e.g., both by Yahoo or both by Hotmail). You will get only one entry in your mailhosts table for all your email accounts handled by the same system.

2. Maybe the second account shows up under a different name? SpamCop lets you choose your own name for the system, but then ignores what you choose, and displays the name chosen by the first person who added the same system to his/her mailhost configuration. This might be a name unfamiliar to you.
