I guess it would be hard for opera to distinguish between the good and bad redirects such as sending to the right the country. This job is done by the service provider when the telco for example on a phone gives a message that the link is deemed suspicious with the option to go back but only if the link has been reported and investigated. It is a free app not designed by opera, this app seems to be available for many different browsers, easy to remove if not to ones liking.
