because the recepient will then receive a link ment for the user who reported, where the spam can be marked as no spam?

Use it if you've found the abuse address. See http://forum.spamcop.net/forums/index.php?showtopic=12680 on the use of "User Notification" address - it really IS intended to send a copy (anonomysed/munged) of the report to someone else the reporter thinks should get it.
