Digging in Afrinic Whois shows the range 217.117.0.0 - 217.117.15.255 is allocated to Vodacom Business Africa (Nigeria) Limited. There are street addresses (Lagos) and contact phone numbers, but no abuse[at] records. Vodacom/Vodafone should do better!
