Duplicate reports going to same party

Why are there duplicate entries for the same party? Clearly they are one and the same.

I can't talk about the "history" of when, why, or where the 'separate' pointers may have originated from, in general, if you look at the "Preview" of outgoing reports, you'll see that the actual reports to the same place are 'combined' into a single report.
