Found a spammer that is its own ISP.

Found a spammer that both (Administrator of network where email originates) and (Administrator of network hosting website referenced in spam) is the same (mp[at]swiftwill.com).

How do I report the spam to his provider? Or what to do?

I would be inclined to report him anyway - moves him up a notch towards getting listed. Looks like his internet services come through California Regional Intranet, Inc. - abuse[at]cari.net (Domain Dossier - Robtex is struggling at the moment), so you could add that, if you have the facility. Don't know that they'd be all that caring but NVNG.
