Services getting turned off early?

My understanding was that everything would keep working until 5 PM EDT on September 30. However, I'm trying to connect to:

http://mailsc.spamcop.net/

in order to possibly report a message or look up info on an IP address, but it's not loading in my browser, and third-party down/up testing sites are reporting it down as well.

I haven't had time to take care of my transition tasks, so I certainly hope this doesn't indicate that someone has started "pulling the plug" earlier than announced!
