43.0.0.0 - 43.255.255.255 is APNIC not ARIN

The specific example was 43.255.154.114, for which APNIC whois says

But SpamCop appears to be asking ARIN about 43.x.x.x and is getting:

Anyone care to venture a suggestion why a few of these reports are having thousands of views? What sort of web-crawler would be interested?

I hadn't noticed. Interesting.  Could be informative to see the logs to see "who" and timing.
