It could be that they are tired of all the complaints about their mis-configured e-mail servers, so they decided to handle it by blocking any and all SpamCop.net traffic ... apparently finding that easier to do than fix their servers. There was some dialog quite a while back that had one user that couldn't do things from the server he connected to "locally" but move up the road a few klicks and no problems with the server that he connected to from that "exchange area" ....
