Domain abuse reporting contact

I went to report this domain and saw it tries to report to Hotmail? Clearly wrong, so how do we or who admins changes for reporting. ALSO for amazonnaw reporting, I saw awhile ago reports re no longer sent to them, so I send them via my email, which is a sh**ty way to expose my email address but at least they are shutting down spamming domains.  Remind me again why spamcop is not sending reports since they do seem to be responding?

Spammer already has your email address, IMO sending report will deter sending spam
If from Gmail account mark it "phishing" as well this will activate AWS as a domain Google will block if enough do so.
Might nudge AWS abuse desk to stop protecting/working with spammers

This is because the abuse address of the domain itself is usually the spammer themselves.  So SpamCop reports it to the abuse address where the content is stored, which is on the IP.
