How is it that a spammer can host a site on a Comcast IP (this one is in CA)?  Do they turn a zombie computer into a make-shift server or something?  It can't be on a Comcast personal page, because that wouldn't have a localized IP like this.

Can anyone answer that for me?

The quick answer is yes. Any PC with a connection to the internet can be hosting pages.
