There are different reasons why this might happen, such as that the abuse desk requested that reports no longer be sent or that such reports were not being delivered.

Their Gerente de Redes evidently has more important functions than that of controlling "spam". Or perhaps (s)he is still working through the Brad Templeton Essays on spam
