...My guess is that Wazoo was not suggesting perfect relevance -- the article to which he referred does mention bounces. I believe the point is that SpamCop Admins can take different actions under similar situations -- for example, to either bounce or to disable reports.

Or it may be that the destination bounces spamcop emails and not others.
