SPEED OVER 55 ZONE

That's a new one on me. It reminds me of a practical joke I played on someone via snailmail many years ago: it was a fake "Permit to be Ill" application, made to look like an official government form. Had him fooled for a while.

I received one of these about six weeks ago, and before sending it off to one of my NY Highway Patrol in-laws I looked it up to see that they were all over it as early as July.
