I believe the mail server is reaching its HDD limit, hence the SMTP 452 #4.3.1 errors.

Somehow I think there is a cleanup job running in the background, but it is also possible that the server's HDD is starting to lose capacity due to corrupted sectors (this is just a thought, although it's feasible taking into consideration the age of the system...) and with that, even a cleanup job won't keep the system happy for long...

when I get the "Can't send report" message, I simply resubmit and usually the second time around it works.

Honestly, I don't know if I'm "allowed" to resubmit spam (usually not,) but in these cases I believe these measures are warranted.

The reason I resubmit is that reports are not sent if the error arises, and it is not possible (yet) to manually force a report to be re-sent.

Spamcop no longer even has the clout it used to have many years ago.

Did you know the abuse departments who receive your report can reply, and indirectly reply to you, and send you a message?

I used to get thank yous, and such from providers. Not any more. spam just keep coming from the same old sources every freaking day.

The issue seems to be getting worse.

Strange.  Got better for me for a few days.  Then I finally got one failure again.  It appears you may have been getting my errors.

Seems "Cloud protection" is secretly blocking certain IP's (lots of them mine to this Newsgroup as example change IP and it works fine)

I am not sure if it is blocking certain IP's.  I seem to have gotten a lot of these so far today.

I got a bunch more.  I think me getting less spam last week means I has less chance of getting the error.  seems that I got a lot of spam today, and I got the error more.  Maybe some sort of timing issue?

I use a VPN so I can easily switch IP's including to not use a VPN at all.
Not called "Cloud protection" had name wrong it's called It's called Cloudflare
https://www.cloudflare.com
Google/Microsoft and others use it
So I'm suspecting a lot of spam reports coming/going through  server may wrongly trigger some algorithm?
SpamCops email server does not get a good reputation score

https://talosintelligence.com/reputation_center/lookup?search=184.94.240.112

Also often get this https://ibb.co/j8BSKYs?
But in this case this is media using IP blocking to stop VPN access
That is what happens when using a VPN to access a Australian newspaper, They have all VPN IP's blocked.
This though occasionally happens when VPN is off. There is never anything wrong with my internet.
But as the VPN uses shared IP's I sometimes get blocked by Cloudflare and get a notice I've been blocked by cloudflare!

Then again as you reported before

almost always a disk space issue. Usually it is low disk space where the transport queue is located (default C:). Many organization underestimate the amount of disk space required for Drive when all of the various logs and transport queue are included.

Perhaps  if were to add fuel to our accounts, then started a chargeback for a broken service, then maybe that will get their attention?

SpamCop has a reoccurring problem here
Probably overworked email server and not big enough drive space to now cope?
gnarlymarley has suggested the most probable cause as .

it has been working for me too...

clearly "speculation does not resolve the issue" but by the system working (be it on and off or even seemingly on) one can speculate that the system is being maintained and probably some disk space assigned (or even reprogrammed to account for certain 'errors') to work properly.... pure speculation here... ;)

also got a reply just moments ago from NTT Communications(OCN) (automated reply though) and from support.mchost.ru (also automated reply)

something is working 😈

Was referring to the errors on sending the report, not responses from abuse departments. I reported six spams Saturday with no errors, but on Friday is was closer to fifteen. Out of those fifteen, I got two errors.
